R.E. Ginna Nuclear Power Plant Docket No. 50-244 Thirty (30) Day Special Report - Inoperable Radiation Monitors Radiation monitors R-31 and R-32, "A" and "B" Main Steam Radiation Monitors, respectively, have been inoperable for greater than 30 days. This special report is submitted in accordance with Section 3.3 and Table 3.3-1, Action 1, of the R.E. Ginna Nuclear Power Plant Offsite Dose Calculation Manual (ODCM), Revision 27, which requires that these radiation monitors be operable in Modes 1, 2, and 3.

Radiation monitors R-31 and R-32 were taken out of service on 10/26/11 for maintenance that involved replacing degraded cables. Upon restoration after the scheduled maintenance, both systems failed. Detailed trouble shooting and maintenance since then has identified several failed circuit boards and sub-components. Repairs and component replacements were performed from available stock, however the system faults were not resolved. This system is no longer supported by the original equipment manufacturer and new replacement parts are not available. Industry peers were contacted, but were unable to provide spare components due to similar obsolescence concerns.

As a compensatory measure, procedures direct Radiation Protection or Operations to perform local readings as necessary for emergency plan response. To supplement this compensatory measure, remote reading electronic dosimeters have been setup on the main steam lines and procedures have been revised to recognize this compensatory measure. The control room has the ability to monitor these dosimeters. The long term corrective action is to perform a plant modification to replace the radiation monitoring system with a modem system. This modification is expected to be completed by June 8, 2012. Resolution to this issue will be tracked by Condition Report CR-2011-008244.
