R.E. Ginna Nuclear Power Plant Docket No. 50-244 Thirty (30) Day Special Report Radiation monitor RM-14A, Channel 3, Plant Vent Iodine Accident Range Radiation Monitor, was inoperable for greater than 30 days. This special report is submitted in accordance with Section 3.3 and Table 3.3-1, Action 1, of the R.E. Ginna Nuclear Power Plant Offsite Dose Calculation Manual (ODCM), Revision 27, which requires that the radiation monitor be operable during all modes of operation. This report outlines the action taken, the cause of the inoperability, and period of time the monitor was inoperable.
Radiation monitor RM-14A, Channel 3 was taken out of service on 6/21/11 at 09:05 for the required quarterly calibration. However, due to not satisfying the procedural requirement for sensitivity, the radiation monitor could not be returned to service. Subsequent calibration attempts were performed with adjustments to the attenuator and gain being necessary. After the appropriate adjustments were implemented, the calibration yielded a satisfactory sensitivity in accordance with the calibration procedure. The radiation monitor was returned to operable status on 7/21/11 at 21:46.
Return to service of the radiation monitor was delayed based on the required troubleshooting, impact of the radioactive source strength, inability to replace the detector due to the lack of a qualified spare detector and scheduling constraints. Corrective Action Program condition report CR-2011-005288 was opened to document the radiation monitor being inoperable for greater than 30 days.
