Application for Amendment to Facility Operating License Testing of Emergency Core Cooling System (ECCS) Valves Rochester Gas & Electric Corporation R.E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Vissing,

The enclosed license amendment request (LAR) proposes to revise the Ginna Station Improved Technical Specifications (ITS) to allow testing of three ECCS motor-operated valves (MOVs) in MODE 4. Specifically, the MOVs which provide suction capability from the containment sump for the safety injection pumps during high-head recirculation would be allowed to be tested for Ginna Station MOV Program requirements and to ensure operability of associated interlocks. Performance of this testing in MODE 4 currently requires entry into Limiting Condition for Operation (LCO) 3.0.3. Approval of this LAR would provide specific time limits for performance of this testing before LCO 3.0.3 would have to be entered.

RG&E is currently planning on performing this testing on or about November 8, 1997. To prevent unnecessary entry into LCO 3.0.3, and to allow su5cient time to implement the subject LAR, RG&E requests that approval be provided by October 27, 1997.
