Sierra Club Asks the NRC to Reject Southern California Edison's License Amendment to Restart San Onofre at 70% Power
==Dear NRC Chair Macfarlane and Commissioners:==
We note with concern the apparent intent of Southern California Edison to seek a license amendment for the purpose of restarting the San Onofre nuclear generating plant at 70%
power rather than full power. Together with other environmental and citizen organizations, the Sierra Club has for some time taken the position that a San Onofre restart should require a license amendment. But crucially, we and others have supported an Adjudicated License Amendment (ALA), which provides a thorough and transparent public process.
By contrast, Edison appears to be seeking a quick decision that circumvents not only the ALA process but even goes so far as to short-cut the review of restart by the NRC technical panel that has been addressing relevant technical issues over the past few months.
Edison's shift in strategy adds further confusion and uncertainty to an already complicated process. We urge the NRC to reject consideration of any license amendment request that does not involve the thorough and transparent process that would be provided by an ALA or its equivalent. Ifa restart decision were issued by NRC on the fast and essentially "insider" track Edison seeks, the public outcry would be huge - as we earlier noted with regard to any process involving major short-cuts.
The only thing transparent about Edison's latest and rather strange proposal is its desire to speed the decision process by eliminating expert testimony and an adjudicated decision.
We trust you will see this for what it is - an approach that is not in the public interest and would not be beneficial to NRC's standing with affected communities.
