V4F1 AND THE MURUROA BLU SUIT SYSTEMS (TAC NO. MF5742)

By letter dated February, 12, 2015, DTE Electric Company (DTE, the licensee) submitted a request pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 20.1703(b) for Fermi

2. The application requests authorization for use of the MURUROA supplied air suits, Models MTH2 and V4F1, and the MURUROA BLU Suit Systems, which have not been tested or certified by the National Institute for Occupational Safety and health (NIOSH).

The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Section 20.1703(b) of 10 CFR, if the licensee wishes to use equipment that has not been tested or certified by NIOSH, the licensee shall submit an application to the NRC for authorized use of this equipment. The application must include evidence that the material and performance characteristics of the equipment are capable of providing the proposed degree of protection under anticipated conditions of use. This must be demonstrated either by licensee testing or on the basis of reliable test information.

The NRC staff has reviewed your application and concluded that the information delineated in the enclosure to this letter is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment.

In order to make the application complete, the NRC staff requests that DTE supplement the application to address the information requested in the enclosure by April 10, 2015. This will enable the NRC staff to begin its detailed technical review. If the information responsive to the NRC staff's request is not received by the above date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC will cease its review activities associated with the application. SUPPLEMENTAL INFORMATION NEEDED APPLICATION REGARDING MURUROA SUPPLIED AIR SUIT SYSTEMS DTE ELECTRIC COMPANY FERMI 2 DOCKET NO. 50-341 By letter dated February 12, 2015 (Agencywide Documents Access and Management System Accession No. ML15043A782), DTE Electric Company (DTE, the licensee) submitted a request under Title 10 of the Code of Federal Regulations (10 CFR) 20.1703(b) for the U.S. Nuclear Regulatory Commission (NRC) to approve the use of three models of non-National Institute for Occupational Safety and Health (NIOSH) approved respiratory protective devices at Fermi 2.

These include the MTH2 &V4F1 and the MURUROA BLU Suit Systems originally developed by Delta Protection, but currently owned and manufactured by the Honeywell Company. To support this request, DTE referenced several previous licensee requests to use this equipment that have been granted by the NRC. The NRC approvals were, in part, based on testing results that Delta Protection obtained from European Union (EU) Certifying Laboratories (analogous to the US NIOSH certifications).

10 CFR 20.1703(b) states the following:

If the licensee wishes to use equipment that has not been tested or certified by NIOSH, or for which there is no schedule for testing or certification, the licensee shall submit an application to the NRC for authorized use of this equipment except as provided in this part. The application must include evidence that the material and performance characteristics of the equipment are capable of providing the proposed degree of protection under anticipated conditions of use.

This must be demonstrated either by licensee testing or on the basis of reliable test information. to the application dated February 12, 2015, states "air shall be supplied to the MURUROA MTH2 and V4F1 between 42 PSI (3 bar) to 85 PSI (6 bar)." However, the testing data provided in the application (the EU certification testing) for both the MTH2 and V4F1 models were conducted at a minimum supplied inlet air pressure of 6 bar (85 psi).

To satisfy the requirements of 10 CFR 20.1703(b), please provide reliable test information that demonstrates that the MTH2 and V4F1 will provide adequate air pressure to the suits sufficient to meet the minimum air flow and C0 2 build up limits of the EU certification standard. In lieu of providing test data, please revise the scope of the application to be within the test data provided (e.g., delete the request for use of the MTH2 & VHF1 with inlet air pressure below 6 bar, such that the minimum air flow is achieved in the suits).
