AMENDMENT TO.OPERATING LICENSE SURRY POWER STATION UNIT NOS~ 1 AND 2 PROPOSED TECHNICAL SPECIFICATION"CHANGE"NO~
 
83 Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company hereby requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit Nos. 1 and 2. The proposed changes are enclosed and have been designated as Change No. 83. The enclosed proposed Technical Specification changes are in response to the NRC's Fire Protection ,Safety Evaluation Report dated September 19, 1979 concerning requirements for a sufficient number of auxiliary feedwater pumps from the opposite unit to be available at all times during power operation of either unit. In the event a fire disables the auxiliary feedwater.pumps of an operating unit, decay heat removal capability following a reactor shutdown is available through the auxiliary feedwater pumps of the opposite unit via the auxiliary feedwater system cross-connect.

Presently there are procedures for cross-connecting the auxiliary feedwater systems; however, the existing Technical Specifications do not require the auxiliary feedwater pumps for a shutdown unit to be operable.
