REQUEST FOR CONCURRENCE ON THE DETERMINATION OF NO EFFECTS ON HISTORIC PROPERTIES FOR REVIEW AND APPROVAL OF THE AMERICAN CENTRIFUGE LEAD CASCADE FACILITY DECOMMISSIONING PLAN (DOCKET NUMBER: 70-7003)

Dear Mr. Logan:

On January 5, 2018, the American Centrifuge Operating, LLC (ACO) submitted a revised Decommissioning Plan (DP) for the American Centrifuge Lead Cascade Facility (LCF) to the U.S. Nuclear Regulatory Commission (NRC) with a request for review and approval of their Release Criteria and Final Status Survey (FSS) contained in the DP. The LCF is located on the U.S. Department of Energy reservation, Portsmouth Gaseous Diffusion Plant (PORTS), in Portsmouth, Ohio. NRC's undertaking is the proposed approval of ACO's DP and associated activities.

The NRC authorized operations at the LCF under Special Nuclear Materials (SNM) License Number 7003 (license SNM-7003). The LCF was to provide reliability, performance, cost and other data to aid the decision making process prior to deploying a commercial uranium

enrichment plant. Centrus Energy Corp., formerly named USEC Inc., began operating the LCF on June 6, 2007, and on February 19, 2016, the licensee decided to cease operations at the LCF and to terminate license SNM-7003 following the completion of decommissioning activities. As part of their operating license and to empty the LCF of classified and/or contaminated waste, in December 2017, ACO completed the packaging and shipping of this waste offsite for permanent burial at an appropriately licensed facility.

In order to terminate this NRC license, ACO has requested review and approval of their DP.

ACO's proposed remaining decommissioning activities are to clean the LCF to acceptable regulatory levels of contamination as outlined in their Release Criteria and Final Status Survey Design for the LCF. These activities do not include ground- or structure-disturbing activities.

Additionally, ACO will be performing surveys within restricted areas of the LCF, and the LCF-related buildings and facilities would remain intact and not be modified after the FSS is complete. For additional information regarding ACO's planned activities please see the enclosed letter which Ms. Kelly Wiehle, from ACO, sent to your office on November 7, 2017.

For these reasons, the NRC staff has determined that, although historic properties may be present on the PORTS, the current undertaking will not adversely affect these historic properties. Therefore, the NRC requests your concurrence with this determination that the current undertaking does not adversely affect any historic properties.

In accordance with Title 10 of the Code of Federal Regulations 10 CFR Section 2.390 of the NRC's "Agency Rules and Practice and Procedure," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of the NRC's Agencywide Documents Access and Management System (ADAMS).
