Letter from NSPM to NRC, L-PI-11-50, "Supplement to License Amendment Request (LAR) to Revise the Physical Security Plan", dated May, 4, 2011.In References 1 and 2, Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter "NSPM"), requested an amendment to the Operating License for the Prairie Island Nuclear Generating Plant (PINGP) to revise the PINGP Physical Security Plan. Reference 3 then provided supplemental information as requested by NRC in an email dated April 26, 2011.The NRC staff subsequently made NSPM aware of errors in Reference

3. In addition, NSPM identified that a staffing decision made subsequent to the initial submittal (Reference 1 and 2) affected the Security Plan page submitted in Reference 2.Therefore for purposes of clarity this corrected supplement supersedes Reference 3 in its entirety.

The substantive changes made to the enclosures relative to Reference 3 are identified with colored text and sidebars as appropriate.

1) NSPM reconsidered the proper basis for categorical exclusion of this amendment request from environmental review. Enclosure 1, "Revised Environmental Consideration" replaces the Environmental Considerations and the basis for categorical exclusion from environmental review provided in Section 5 of Enclosure 1 to Reference 1.Enclosure 2 includes an additional page of the PINGP Security Plan affected by the proposed change and the proposed rewording.

Enclosure 3 provides additional information describing the effects of the proposed change at the request of the NRC staff.NSPM submits this submittal in accordance with the provisions of 10 CFR 50.90.The information provided in this letter does not impact the conclusions of the Determination of No Significant Hazards Consideration presented in the March 18, 2011 submittal.

In accordance with 10 CFR 50.91, NSPM is notifying the State of Minnesota of this LAR supplement by transmitting a copy of this letter (without safeguards information) to the designated State Official.Enclosure 2 to this letter, "Additional Affected Page" and Enclosure 3 "Additional Supporting Information", contain Safeguards Information.

Therefore, NSPM requests that these enclosures be withheld from public disclosure in accordance with 10 CFR 73.22.If there are any questions or if additional information is needed, please contact Leonard Sueper at 612-330-6917.
