1. Please describe in detail the maintenance or testing of monitor nozzles, spray nozzles, or similar devices to ensure that they will be functional when needed.

Response

The only monitor nozzles, spray nozzles, or similar devices that were procured to support the mitigating strategies were monitor nozzles which Waterford 3 credits in implementing the B.5.b strategies. Maintenance or testing is not currently performed on the monitor nozzles. Waterford 3 has generated a Licensing Action Request (LAR) to develop a preventative maintenance task using vendor recommendations.

2. Please describe in detail the testing and inventory of communications equipment to ensure that it is available and functional when needed.

Response

The Emergency Preparedness radios located in the Emergency Operations Facility (EOF) and the Operations Support Center (OSC) are inventoried and verified operational quarterly. Satellite phones are tested annually. Operations issues radios as standard equipment to all auxiliary operator watchstanders. Spare batteries and chargers are located in operator work areas. Additional batteries and radios are located in Control Room for licensed operator use. Operations radios are in continuous use and issues are corrected as they occur.

3. Please describe in detail how the licensee ensures that a vehicle is available to move the B.5.b portable pump and other B.5.b equipment to the appropriate place when needed.

Response

Site procedures provide a method to control company vehicles that are specifically designated for emergency use. These designated vehicles are located outside the Protected Area. Waterford 3 can utilize these designated vehicles to maneuver equipment associated with the B.5.b program. Waterford 3 also has non-dedicated station owned vehicles and equipment to maneuver the B.5.b equipment in the unlikely event of a failure of the designated vehicles. By having a number of vehicle options, this ensures a vehicle is available for moving the portable fire pump and equipment.

4. Please identify the minimum inventory frequency for equipment needed for the mitigating strategies not specifically identified in the response to the bulletin.

Alternatively, please describe the inventory frequency for firefighter turnout gear, tools, and instruments needed to support the mitigating strategies.

Response

Waterford 3 Fire Brigade Lockers contain the fire fighting equipment staged on site, including firefighter turnout gear. Inventories of the Fire Brigade Lockers are performed monthly.

5. Please clarify whether or not heavy equipment training is provided to the licensee's maintenance department personnel.

Response

Heavy equipment training is provided to maintenance department personnel via the fleet and site material handling programs. These programs include available training courses on crane operations, industrial truck (forklift) operations, tractor trailer operation, aerial work platform operations, rigging, signal person/spotter and other associated material handling tasks. Individuals are selected to receive training on these tasks by supervision and management to satisfy the needs of the site.
