Dear Sir or Madam:

Attached are five copies of revision twenty-one (21) of the Physical Security Plan (PSP) for the Clinton Power Station (CPS). This revision is being submitted in accordance with 10CFR50.54(p). Changes made in this revision are indicated with a revision barin the right margin of the affected pages. This revision of the PSP does not  !

reduce the effectiveness of the physical security at CPS.

Attachment 2 to this letter details subjects that are Safeguards Information and are exempt from public disclosure in accordance with 10CFR73.21(c)(2).

Attachment I to U-602541 Page1of1 Summary of Channes The following sections of the Clinton Power Station (CPS) Physical Security Plan (PSP) were revised to delete reference to security hardware associated with CPS Main Control Room (MCR) security doors 489 and 513 and associated compensatory actions with regard to door 489. MCR security doors 489 and 513 are not required to maintain compliance with 10CFR73.55(d)(7)(i)(B) requirements concerning maintaining positive access control to vital areas. These doors are also not required to maintain compliance with 10CFR73.55(c)(1) requirements to maintain vital equipment within areas which require passage through at least two physical barriers of suflicient strength to meet 10CFR73.55(a) general performance requirements.

No other changes were made outside those made for the purpose as discussed above.

Table of Contents. cage v The revision number for Figure 5 9 was changed to 21 to reflect changes made to this figure in PSP revision 21.

Section 5.2.3.2 Section 5.2.3.2 was deleted entirely since security related hardware will be removed from l security door 489.  !

Figure 5-9 The symbol associated with security door 489 which indicated the door as containing an exterior card reader, interior card push button, limit switch, and solenoid latch mechanism was removed from the figure. Additionally the symbol associated with security door 513 which indicated the door as containing a limit switch was removed from the figure.
