1991 GRADED EXERCISE OBJECTIVES OBJECTIVES i

i The 1991 Graded Exercise will be conducted to demonstrate the-ability of the South Texas Project Electric Generating Station (STPEGS) to effectively implement the Radiological Emergency Response Plan,-to ensure the protection of the

)

Public-health and safety in the event of a major accident and to provide training for the Emergency Response Organization. Accordingly, the following objectives have been developed.

A.

ASSESSMENT AND CLASSIFICATION 1)

Demonstrate the ability to assess initiating conditions which warrant Emergency Classification.

2)

Demonstrate the ability to determine which Emergency Action Levels (EALs) are applicable for the existing plant conditions and properly classify the emergency.

i B.

NOTIFICATION AND COMMUNICATIONS 1)

Demonstrate the ability to correctly complete the Offsite Agency Notification Form.

2)

Demonstrate the ability to complete notifications to State and local Agencies within fifteen (15) minutes of declaring an Emergency Classification.

3)

Demonstrate the ability to correctly complete NRC Form 361, Event Notification Worksheet.

4)

Demonstrate the ability to notify the NRC immediately after the State and local Agencies and not later than one (1) hour of the Emergency Classification.

5)

Demonstrate the ability to periodically (approximately hourly) update State and local Agencies.

6)

Demonstrate the capability to identify and request support from organizations capable of providing assistance-with critical plant problems.

7)

Demonstrate the capability to maintain an open-line of communication on the ENS if requested by the NRC.

8)

Demonstrate the capability to maintain an open-line of communication on the HPU if requested by the NRC.

EMERGENCY FACILITIES 1)

Demonstrate the ability to staff and activate the onsite Emergency Response Facilities within sixty (60) minutes of the declaration of an Alert Emergency Classification.

2)

Demonstrate the ability to partially staff the EOF within sixty (60) minutes of the Alert Classification.

3)

Demonstrate the ability to staff and activate the Emergency Operations Facility within one (1) hour of the declaration of a Site Area Emergency or General Emergency Classification.

4)

Demonstr' ate the ability to staff and activate the MIC within four (4) hours of the Alert Emergency Classification 5)

Demonstrate the ability to maintain correct and current information on Status Boards.

D.

EMERGENCY DIRECTION AND CONTROL 1)

Demonstrate the ability to transfer Emergency Direction Authority from the Control Room to the TSC and the TSC to the EOF.

2)

Demonstrate the ability to prioritize Emergency Response activities.

3)

Demonstrate the ability to properly brief and dispatch the Environmental Field Teams.

4)

Demonstrate the ability to direct Environmental Field teams activities.

5)

Demonstrate the ability to control access to the Owner Controlled Area and the Protected Area 2

RADIOLOGICAL ASSESSMENT.

PROTECTIVE ACTIONS AND ENVIRONMENTAL MONITORING 1)

Dencnstrate the ability to identify and trend important plant radiological data.

Demonstrate the ability to collect id document all radiological surveys-taken.

Demonstrate the ability to take appropriate protective actions for onsite personnel.

Demonstrate the ability to assemble and account for all personnel inside the Protected Area within thirty (30) minutes of sounding the Assembly Alarm.

Demonstrate the ability to issue and administrative 1y control dosimetry.

6)

Demonstrate the ability to establish radiological controls in the Emergency Response Facility.

7)

Demonstrate the ability to conduct habitability surveys in the Emergency Response Facility.

11) Demonstrate the ability to modify PAR's due to wind shifts or changes in source term and notify offsite authorities within 15 minutes.

12) Demonstrate the ability to perform' decontamination of radioactively contaminated individuals.

13) Demonstrate the ability to collect Reactor Coolant System (RCS) and/or Containment Atmosphere samples using the Post Accident Sample System (PASS).

14) Demonstrate the ability to analyze RCS and Containment Atmosphere samples.

15) Demonstrate the ability to perform Core Damage Assessment.

16) Demonstrate the ability to collect field samples in accordance with Environmental Sampling procedures.

17) Demonstrate the ability to perform field sample analysis in accordance with Environmental Sampling procedures.

18) Demonstrate the ability to document, and assess field sample results.

F.

FIRST AID ACTIONS 1)

Demonstrate the ability to respond to a contaminated and injured person.

2)

Demonstrate the ability to properly coordinate First Aid activities with simulated offsite responders (i.e.,

ambulance crews and hospitals).
