Dear Sir or Madam:

By the letter referenced above, Entergy Operations, Inc. (Entergy) proposed a change to the River Bend Station, Unit I (RBS) Technical Specifications (TSs) to revise certain requirements for the Loss of Power (LOP) instrumentation listed in TS Table 3.3.8.1-1.

On September 13, Entergy and members of your staff held a call to discuss the proposed changes. As a result of the call, it was determined that additional information was needed to complete the review and that the review could not be completed as requested on an exigent basis. However, it was also concluded that sufficient information was available in the original request to review the proposed changes for a limited application to the remaining operating cycle. Entergy is therefore revising the proposed changes to TS Table 3.3.8.1-1 to provide a one-time relaxation of the Loss of Power (LOP) instrumentation requirements rather than a permanent relaxation as previously proposed. River Bend's next refueling outage is scheduled for spring 2006. The TS changes would be applicable through June 1, 2006. A mark-up of the revised TS changes are provided in Attachment 1 of this submittal.

The original no significant hazards consideration included in Reference I is not affected by any information contained in the supplemental letter. The scope of the proposed changes has not been altered. The proposed revision only affects the period of time for which the changes will be in effect. There are no new commitments contained in this letter.
