In accordance with 10 CFR 50.4(b)(5)(ii), 10 CFR 50.54(q)(5), and 10 CFR 72.4, Duke Energy Progress, LLC, (Duke Energy) is submitting an analysis summary for Revision 5 of CSD-EP-BNP-0101-01, EAL Technical Basis Document, and for Revision 2 of EP-BNP-EPLAN-ANNEX, Duke Energy Brunswick Emergency Plan Annex.

Duke Energy has evaluated these revisions in accordance with 10 CFR 50.54(q) and determined that they do not result in a reduction in the effectiveness of the Emergency Plan (E-Plan). The E-Plan continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E.

RA-22-0155 Enclosure 1 Page 1 of 1 10 CFR 50.54(q)(5) Summary for CSD-EP-BNP-0101-01, Revision 5 In accordance with 10 CFR 50.54(q)(5), Duke Energy Progress, LLC, is providing a summary of the revision analysis for CSD-EP-BNP-0101-01, EAL Technical Basis Document, Revision 5, which became effective on May 18, 2022.

CSD-EP-BNP-0101-01, Revision 5, updates the Emergency Action Level (EAL) Basis for CU2.1, CA2.1, SU1.1, SA1.1, SS1.1, SG1.1, and SG1.2 to indicate the generator circuit breaker is installed on both Unit 1 and Unit 2. This change incorporates EC 419206, Unit 1 No Load Disconnect Switch Replacement. EC 419206 replaced the no-load disconnect with a generator circuit breaker and disconnect to match Unit 2, which was previously replaced. Revision 5 also includes an editorial change to correct the title of DEMNET from Duke Energy Emergency Management Network to Duke Emergency Management Network in the basis of CU5.1 and SU7.1. This change aligns the abbreviation with AD-EP-ALL-0406, Duke Emergency Management Network (DEMNET).

The changes implemented by CSD-EP-BNP-0101-01, Revision 5, were evaluated in accordance with 10 CFR 50.54(q). The evaluation concluded that these changes do not result in a reduction in the effectiveness of the Emergency Plan (E-Plan); the E-Plan continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. A standard scheme of emergency classification and action levels remains in use. The changes maintain the capability to assess, classify, and declare an emergency condition within 15 minutes after the availability of indications to plant operators that an emergency action level has been exceeded and shall promptly declare the emergency condition as soon as possible following identification of the appropriate emergency classification level. These changes maintain the EAL scheme and will improve accuracy and timeliness of emergency classifications. The meaning and intent of the basis of the approved EAL is unchanged. As such, there is no impact to compliance, adherence, or effectiveness of the E-Plan.

RA-22-0155 Enclosure 2 Page 1 of 1 10 CFR 50.54(q)(5) Summary for EP-BNP-EPLAN-ANNEX, Revision 2 In accordance with 10 CFR 50.54(q)(5), Duke Energy Progress, LLC, is providing a summary of the revision analysis for EP-BNP-EPLAN-ANNEX, Duke Energy Brunswick Emergency Plan Annex, Revision 2, which became effective on May 18, 2022.

EP-BNP-EPLAN-ANNEX, Duke Energy Brunswick Emergency Plan Annex, is the Brunswick specific compliment to the Duke Energy Common Emergency Plan. Revision 2 updated the primary hospital from Dosher Memorial Hospital to Brunswick Medical Center as a result of Dosher Memorial Hospital requesting to no longer hold primary hospital designation. Brunswick Medical Center is able to provide facilities, staffing, and training that will meet or exceed that which was provided by Dosher. Brunswick Medical Center successfully completed FEMA evaluation and is accessible within a timeframe consistent with the urgency of emergency medical treatment. In addition to this change, Revision 2 removes procedural references that do not implement the Emergency Plan (E-Plan).

The changes implemented by EP-BNP-EPLAN-ANNEX, Revision 2, were evaluated in accordance with 10 CFR 50.54(q). The evaluation concluded that these changes do not result in a reduction in the effectiveness of the E-Plan; the E-Plan continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. The authority and responsibility of organizations to perform their emergency assignments is not reduced.

Responsibility for the emergency response remains assigned and medical services for contaminated, injured individuals is maintained. In addition, the E-Plan continues to list the correct procedures that support implementation. As such, there is no impact to compliance, adherence, or effectiveness of the E-Plan.
