In accordance with 10 CFR 50.54(q) and 10 CFR 50, Appendix E, Section V, Carolina Power & Light (CP&L) Company is submitting revisions to the Brunswick Steam Electric Plant (BSEP), Unit Nos. 1 and 2, plant emergency procedures. CP&L has evaluated the revisions, in accordance with 10 CFR 50.54(q), and has determined that the changes do not decrease the effectiveness of the Radiological Emergency Response Plan; and the Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. A list of the revised procedures is provided in Enclosure 1. A summary of the revisions is provided in Enclosure 2. Enclosure 3 contains copies of the revised procedures.

There are no regulatory commitments being made in this submittal. Please refer any questions regarding this submittal to Mr. Gene Atkinson, Supervisor - Emergency Preparedness, at (910) 457-2056.

Revision 5:

1. Added information concerning JIC activation for a Security Threat in Section 3.
2. Deleted radio from Table B in Attachment 2, JIC Recommended Layout (Command Room), as administrative correction.
3. Deleted reference to relocation of fax machine from Registrar's Office to JIC Command Room in Attachment 5, JIC Set-Up Equipment,Section I, Item 9 due to State bringing in fax machines for their use during an emergency.

Reworded Attachment 5,Section III, Item 1 to reflect that the fax machine in Registrar's Office will be used as back-up equipment.

4. Reworded Attachment 5,Section II to reflect relocation of tables and chairs for storage in Teaching Auditorium and deleted reference to table needed for fax and copier because equipment is stored on carts with wheels.

1. Changed "Odell Williamson Auditorium" to "Teaching Auditorium" in Attachments 4 and 9 to reflect relocation of media briefing area.
2. Added additional phone lines in Attachment 9 at Table B and Table F as an enhancement.
3. Changed phone numbers in Attachment 9 to reflect relocation of media briefing area to Teaching Auditorium.
4. Changed reference from "OPEP-Appendix A" to "EPL-001" in Attachment 1, Section 3 Note, to reflect replacement of Appendix A with EPL-001.

1. Changed references from "OFPP-039, Self-Contained Breathing Apparatus Use and Maintenance" to "OE&RC-0292, Self-Contained Breathing Apparatus Use and Maintenance" in Sections 2.9 and 3.2 to reflect replacement of OFPP-039 with OE&RC-0292.
2. Corrected a format error in Section 4.1.1 as an administrative change.
3. Revised Section 4.3 information to reflect change in responsibility for inventory and maintenance of self-contained breathing apparatus from Superintendent-Operations Support to Superintendent-Radiation Control Programs due to program change and relocated as Section 4.2.
