November 12, 2004 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-III-04-015 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

SUBJECT:

INADVERTENT DISCHARGE OF CO2 FIRE PROTECTION SYSTEM IN TURBINE BUILDING DESCRIPTION:

At 3:00 p.m. EST on November 12, 2004, the licensee declared an Unusual Event as the result of an inadvertent discharge of the CO2 in the turbine lube oil room in the turbine building.

Plant operations were not affected by discharge of the CO2. The licensee performed initial surveys of the area. No personnel injuries were involved and there was no indication of fire or any equipment damage. The licensee ventilated the area, and took oxygen samples to allow entry into the area.

The NRC resident inspectors monitored the licensees response to the incident. The residents will continue to monitor licensee follow-up actions.

The licensee terminated from the Unusual Event at 4:36 p.m. EST.

The licensee informed local news media of the incident. The State of Ohio has been notified.

The information in this preliminary notification has been reviewed with licensee management.

The licensee notified the NRC Operations Center of the incident at 3:20 p.m. EST on November 12, 2004. This information is current as of 5 p.m. EST on November 12, 2004.
