The purpose of this letter is to revise the amendment request proposed in Reference 1.

The amendment request proposed clarifications to the Technical Specification Surveillance Requirements 3.8.4.7 and 3.8.4.8. This revision is based on the teleconference held on April 5, 2006 between NRC and PPL Susquehanna, LLC.

The revision makes a change to the proposed Surveillance Requirement (SR) wording, as such; new TS markups are provided in Attachment 1. The revised wording has no impact on implementation of the Technical Specification requirements as originally proposed.

Corresponding Technical Specification Bases wording is provided in Attachment 2 for your information.

PPL has reviewed the "No Significant Hazards Consideration" and the "Environmental Consideration" submitted with Reference 1 relative to this supplemental information.

We have determined that there are no changes required to either of these documents.

Insert except for the Diesel Generator E DC electrical power subsystem. This Surveillance can be performed on the Diesel Generator E DC electrical power subsystem when the Diesel Generator E is not aligned to the Class IE distribution system.

TS Bases insert Since the Diesel Generator E DC electrical power subsystem does not support loads other than the Diesel Generator E required loads, the mode restriction note need not be applied to the Diesel Generator E subsystem unless it is aligned to the class lE distribution subsystem. The note does have applicability to the Diesel Generator E subsystem when the Diesel Generator E is substituted for one of the other Diesel Generators. When the Diesel Generator E is aligned to the class lE distribution subsystem, the Diesel Generator E subsystem is required to support operability of the Diesel Generator E. Thus when in this configuration, the note does need to be applicable since performing the Surveillance would remove a required DC electrical power subsystem from service.
