NOTICE OF AVAILABILITY OF THE FINAL SITE - SPECIFIC SUPPLEMENT 2, SECOND RENEWAL, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING SUBSEQUENT LICENSE RENEWAL FOR OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 (EPID NUMBER: L-2021-SLE-0002)

Dear Steven M. Snider:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final site-specific environmental impact statement (EIS), issued as NUREG-1437, Supplement 2, Second Renewal, Site-Specific Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Subsequent License Renewal for Oconee Nuclear Station, Units 1, 2, and 3, Final Report, regarding the subsequent renewal of Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55 for an additional 20 years of operation for Oconee Nuclear Station, Units 1, 2, and 3 (Oconee Station). The Agencywide Documents Access and Management System (ADAMS) accession number for the final site-specific EIS is ML25031A307. ADAMS is accessible from the NRC website at http://www.nrc.gov/readingrm/adams.html.

As discussed in chapter 4 of the site-specific EIS, the NRC staffs recommendation is that the adverse environmental impacts of subsequent license renewal for Oconee Station are not so great that preserving the option of subsequent license renewal for energy-planning decisionmakers would be unreasonable. This recommendation is based on: (1) Duke Energy Carolinas, LLCs (Duke Energy) environmental report, as supplemented; (2) the NRC staffs consultations with Federal, State, Tribal, and local government agencies; (3) the NRC staffs independent environmental review, which is documented in Supplement 2, Second Renewal, to NUREG-1437; and (4) the NRC staffs consideration of public comments.

The NRC staff has prepared a Federal Register (FR) Notice of Availability to advise the public that the supplement is publicly available. A separate Notice of Availability of the final site-specific environmental impact statement will be placed in the FR through the U.S.

Environmental Protection Agency (EPA). The minimum 30-day public review period end date is calculated from the date on which the EPA notice is published in the FR. We expect both notices may be published February 7, 2025.
