IV.
Technical Specifications The NTR Technical Specifications are provided as Enclosure 2 to this letter.
V.
Operator Licenses and Requalification Training Program Operation of the Nuclear Test Reactor (NTR) is restricted to licensed operators.
Personnel currently licensed are:

The reactor operator requalification training program was reviewed in May 2020, by the Manager, NTR, and determined adequate. The program will be revised and submitted as appropriate.
VI.
Emergency Plan The latest revision of the VNC Reactor Facilities Radiological Emergency Plan was submitted in March 1996. An amendment to the Emergency plan was submitted by GEH in letter (ML19182A198) dated July 1, 2019. The NRCs response was communicated in letter (ML19226A240) dated August 20, 2019, and gives July 31, 2020, as the expected date for a final determination of approval. The Radiological Emergency Plan will be revised and submitted as appropriate.
VII.
Physical Security Plan The latest revision of the physical security plan was submitted to the NRC on March 20, 2019 (ML19081A122). The plan will be revised and submitted as appropriate.
VIII.
Site Licenses The following licenses have been issued for the VNC site: R-33 (Docket 50-73),
TR-1 (Docket 50-70), DPR-1 (Docket 50-18), DR-10 (Docket 50-183), SNM-960 (Docket 70-754), and 0017-01 (State of California).
IX.
Filing Fee No filing fee is enclosed. GEH understands that full cost fees will be billed by the NRC as required by 10 CFR 170.21.
Additionally, a roadmap document is provided as Enclosure 3 as an accompanying document to identify, explain, and provide justification for significant changes proposed for the NTR Safety Analysis Report (SAR).
