Hello Mr. Cochran and Mr. Chu:

ZjQcmQRYFpfptBannerEnd The U.S. Nuclear Regulatory Commission (NRC) staff is nearing completion of its review of the license renewal application (LRA) for the General Electric-Hitachi (GEH) Nuclear Test Reactor (NTR) located in the Vallecitos Nuclear Center in Sunol, CA. If approved, the renewed license would authorize the continued operation of the GEH NTR for an additional 20 years.

As part of our LRA review, the NRC staff will issue an Environmental Assessment (EA).

The development of the EA includes an opportunity for a review of the draft EA by the facilitys state, a copy of which is attached to this email. In the attached draft EA, the NRC staff finds that the proposed action (i.e., renewal of the operating license for 20 years) will not have a significant impact on the quality of the human environment.

Please review the attached draft EA and contact me with any concerns or questions, which we will attempt to resolve in order obtain your acknowledgement that our proposed action is acceptable. My email address and phone number are included below.

We request an e-mail response within 15 days, or as soon as possible, in order to maintain

our review schedule. Please note that your email response may be referenced in the final EA and made publicly-available in the NRC document management system, in accordance with the NRCs policy for openness. If we have not received a response to this request within 15 days, we will assume that the State of California has no comments.

Since the draft EA is pre-decisional, we request that you do not release it to the public. A public version of the EA will be noticed in the Federal Register prior to the issuance of the renewed license.
