Hi Tina, I dont think that consultation is required and I was just sending an email as a notification. I was hoping someone could read through the email and confirm that consultation is not required. Would that be possible?

[External] Determination of no potential to cause effects - proposed renewal of NRC license for GE Hitachi Morris Operation ISFSI
Good Morning,
The U.S. Nuclear Regulatory Commission (NRC) is considering a request from GE Hitachi to renew its license (SNM-2500) for the Morris Operation independent spent nuclear fuel storage installation (ISFSI) in Grundy County, near the Dresden nuclear power plant. You can access the application here:
https://www.nrc.gov/docs/ML2018/ML20182A699.html. The proposed renewal includes continuing current storage operations at the facility, which consists of two interconnected water-filled basins, a water treatment system, and other facilities required to store irradiated fuel underwater. If the NRC approves this renewal, GE Hitachi will be allowed to continue storing spent fuel at the ISFSI for a 20-year period that would begin when the current license expires on May 31, 2022. GE Hitachi is not planning expansion, construction, or other activities during continued ISFSI operations that would cause ground disturbance.
The NRC staff is preparing an environmental assessment (EA) to assess the potential environmental impacts of the proposed renewal. We will send a draft of the EA to the State of Illinois for review before we publish the final EA. Because the continued operation of the ISFSI would not involve ground disturbance, the NRC has preliminarily determined that the renewal would not have the potential to affect any cultural or historic resources. This determination was made in accordance with the definition in 36 CFR 800.3(a)(1) of no potential to cause effects, if the undertaking is a type of activity that does not have the potential to cause effects on historic properties, assuming such historic properties were present, the agency official has no further obligations under Section 106 or this part.
Although we have preliminarily concluded that the NRC has no further obligations under Section 106 of the NHPA, to support preparation of the EA, we have sent letters to American Indian tribes that may have a tie to or interest in the ISFSI site.
You can access these letters at https://www.nrc.gov/docs/ML2113/ML21138A873.html. So far we have received one response, from the Winnebago Tribe, indicating that we should let them know if anything is found.
Please let me know if you have any concerns about our preliminary determination or need more information.
Thank you, Christine
Christine Pineda Environmental Project Manager U.S. Nuclear Regulatory Commission NMSS/REFS/ERMB 301-415-6789 christine.pineda@nrc.gov
