Dear Ms. Brock:

This letter is to inform you that the Federal Emergency Management Agency (FEMA) has completed its Preliminary Capabilities Assessment of the State of Louisiana and the local risk parishes offsite response organizations continued capability to adequately respond to an incident at the River Bend Station (RBS) in the aftermath of Hurricane Ida.

On September 2, 2021, a comprehensive investigation and collection of field data was performed by FEMA Region 6. Based on the review of all of this information, FEMA concludes that all community lifelines remain stable and offsite radiological emergency preparedness is adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological emergency at RBS. The State of Louisiana and affected parishes surrounding the RBS maintain the ability to implement their emergency radiological plans as written. A formal Disaster Initiated Review is not required.
