THE ASSEMBLY CHAIR Real Property Taxation STATE OF NEW YORK COMMITTEES ALBANY Corporations, Authorities and Commissions Election Law Governmental Operations Health SANDRA R.GALEF Assemblywoman 95th District November 4, 2020 Chairman Kristine Svinicki Nuclear Regulatory Commission Washington, DC 20555-0001

Dear Chairman Svinicki,

I am writing to add my voice to those of our federal representatives, and once again urge the Nuclear Regulatory Commission (NRC) to call a public meeting before a decision is rendered in the License Transfer proceedings for Indian Point Energy Center (Indian Point). We, individually and collectively, have called for a robust process of public engagement. Instead we have been met with obfuscation. Our constituents deserve answers. They deserve to have their concerns about Holtec International Inc. (Holtec) treated seriously.

The NRC has, time and again, not taken our concerns seriously. Holtecs whole business model is to minimize their financial exposure. As a result of the NRCs abdication of rigorous oversight our community and state could bear the financial burden for a generation. Indian Point is in our backyard. Our concerns must be heard.

During a recent September meeting between the NRC and local government officials the NRC said that Indian Point would be transferred to Holtec. When a regulator appears to operates in the pocket of big business it does not operate with consideration of the public interest. A critical component of the NRC being truly independent is for the NRC to hold a public meeting, allowing the public to express their support or reservations with regards to the license transfer.

I look forward to your prompt response.
