);E CONNECTICUT YANKEE ATOMIC POWER COMPANY DOCKET NO. 50-213 HADDAM NECK PLANT A'iENDMENT TO FACILITY OPERATING LICENSE Amendment No.113 License No. DPR-61

1. The Nuclear Regulatory Commission-(the Comission) has found that:

A. The application for amendment by Connecticut Yankee Atomic Power (the licensee), dated December 2,1986, as supplemented November 17, 1987, October 12, 1988 and January 24, 1989 complies with the i standards and requirements of the Atomic Energy Act of 1954, as i amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B. The facility will operate in confomity with the application, the provisions of the Act, and the rules and regulations of the Comission; '

C. There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be .

conducted in compliance with the Comission's regulations; D. The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

2. Accordingly, Facility Operating License No. DPR-61 is amended by deleting paragraphs 2.C.(6) and 2.C.(7) and is further amended by revising paragraph 2.C.(5) to read as follows:*

(5) Physical Protection The licensee shall fully implement and maintain in effect all provisions of the Comission-approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 j CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 1 50.90and10CFR50.54(p). The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled: "Haddam Neck Plant Physical Security Plan," with revisions submitted through January 24,1989; "Haddam Neck Plant Guard Training and Qualification i Plan," with revisions submitted through January 27, 1983; and "Haddam '

Neck Plant Safeguards Contingency Plan," with revisions submitted through December 9, 1983. Changes made in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therein.

3. This license amendment is effective as of the date of issuance.

(4) Fire Protection The licensee may proceed with and is required to complete the modifications identified in Paragraphs 3.1.1 through 3.1.19 of the NRC's Fire Protection Safety Evaluation (SE) dated October 3,1978 on the facility. These modifications will be completed prior to returning to power operation following the 1980 refueling outage.

In addition, the licensee shall submit the additional infonnation identified in Table 3.2 of this SE in accordance with the schedule contained therein. In the event these dates for submittal cannot be met, the licensee shall submit a report, explaining the circumstances, together with a revised schedule.

The licensee is required to implement the administrative controls identified in Section 6 of the SE. The administrative controls shall be in effect by December 31, 1978.

(5) Physical Protection
