SUBJECT:

DHFT REVIEW 0F SEABROOK FINAL DRAFT TECHNICAL SPECIFICATIONS Comments arising from our review of proposed deviations of the Seabrook l Technical Specifications from the Standard Technical Specifications were 4 transmitted with my earlier April 11, 1986 memo to you on this subject.

These comments have been discussed at the working level before and after transmittal. Our audit of the Seabrook Final Draft Technical Specifications showed it is consistent with the DHFT position except snubbers were not deleted from TS and station staff qualifications were. We were informed of these exceptions in advance. It is our understanding that these exceptions were reviewed and determined to be acceptable on a plant specific basis.

We also understand that the Seabrook TS had no substantive deviations from the Standard TS other than those comented on in my memo of April 11, 1986.

Accordingly, we conducted only a limited audit of the Final Draft. The one additional item we identified as requiring change is the treatment of valves which perform more than one safety-related function, e.g., containment isolation and safety injection. Such valves have been called dual function valves.

The need for TS changes for dual function valves was documented by the enclosed memo from H. Denton to J. Heltemes. Possible changes hue been discussed informally with each F0B in connection with NT0Ls. The issue has also been broached with some applicants, e.g. Vogtle. We will continue working with the F0Bs to develop a consensus p,osition that can be incorporated into all NT0L TS before issuance of the full power licenses.
