SUBJECT:
SEABROOK, UNITS 1 AND 2 - ELIMINATION OF LARGE PRIMARY LOOP PIPE RUPTURES The Materials Engineering Branch, Division of Engineering, has completed its technical review of the Public Service Company of New Hampshire (PSNH) submittal regarding the application of the " leak-before-break" technology as an alternative to providing protective devices against the dynamic loads resulting from postulated ruptures of the Seabrook facilities primary coolant loops.
We find that the primary coolant system piping geometry, materials, and loads are very similar to and within the envelope of those evaluated in Generic Letter 84-04, " Safety Evaluation of Westinghouse Topical Reports Dealing With Elimination of Postulated Pipe Breaks in PWR Main Loops." We conclude that PSNH has provided technical justification for not providing protective devices against the dynamic effects of postulated pipe breaks in support of its request for exemption from a portion of the requirements of' General Design Criterion 4 of Appendix A to 10 CFR Part 50.
