SUBJECT:

SEISMIC QUALIFICATION OF THE OCONEE, UNITS 1, 2 AND 3 AUXILIARY FEEDWATER SYSTEM-SUPPLEMENTAL SAFETY EVALUATION REPORT FOR MPA C-14 (TAC NOS. 43643/4/5) -

Enclosed is the Plant, Electrical Instrumentation and Control Systems Branch supplemental safety evaluation report (SSER) concerning seismic qualification of Oconee Units 1, 2 and 3 auxiliary feedwater (AFW) system in accordance with the criteria of Generic Letter 81-14 (MPA C-14). This SSER resolves the three open issues identified in our SER on this subject dated October 22, 1985.

i Included in this SSER is our resolution of the potential backfit we identified i

in our memorandum to Frank Miraglia dated December 16, 1985 concerning AFW system availability following a safe shutdown earthquake (maximum hypothetical earthquake for Oconee) and concurrent single failure. The evaluation of this issue incorporates ir.put received from DSR0 (memorandsm from Brian Sheron to me dated July 18,1986).

Based on the licensees responses and our backfit evaluation, we conclude that the remaining open items regarding AFW system seismic qualification have been satisfactorily addressed, and thaefore, the criteria of Generic Letter 81-14 and the requirements of GDC 2 and 34 have been met. We consider NPA C-14 co be closed for Oconee.

It should be noted however, that the licensee has committed to correct i

deficiencies identified in the seismic qualification of the AFW system in accordance with the licensing design basis. A schedule for implementation of required modifications is to be provided by January 5, 1987 with completion of modifications scheduled by January,1990. The licensee should be required to maintain this schedule or properly justify any slippage.

We consider our efforts under TAC Nos. 43643/4/5 to'be complete. We have also enclosed our SALP input.
