SAFETY EVALUATION REPORT FOR OCONEE NUCLEAR STATION, STANDBY l SHUTDOWN FACILITY AND SECTICNS III.G.3 AND III.L OF APPENDIX R 70 10 CFR 50 Enclosed is the Auxiliary Systems Branch (ASB) Safety Evaluation Repor: (SER) ,

input regarding the Oconee Standby Shutdown Facility (SSF). This facility was provided by the licensee to resolve concer,ns regarding safe shutdown of the l Ocorae Nuclear Station following a fire, internal ficoding of the turbine. i building, and security incidents. This SER only addresses the concerns of j safe shutcown in the event of a fire and internal flooding. The aspect of i security will be handled by others. l l

Regarding the safe shutdown capability in the event of fire, we conclude that the Oconee Nuclea* Station including the SSF, is in conformance with the re:;ui*ements of Sections III.G.3 and III.L of Apoendh R with tne exce:tien of providing source range flux and steam generator pressure indication at the 53F.

It is our position that such instrumentation is recuired. The enclosed SER also resolves the open items in our SER dated August 22, 1978.

Regarding the safe shutcown capability in the event of internal flooding of the turbine building, the licensee has demonstrated that the three Oconee units can be safely shut downutilizing the SSF.

In agreement with the DL project manager (Shil Wagner) ASPS has incorporated the SEF inputs of the DSI branches involved. Inouts from CE will be coordinated by DL.

Pending receipt of a commitment by the licensee to provide the instrumentation noted above, we conclude that our review of the Oconee Standby Shutdown Facility and the compliance of the Oconee Nuclear Station with the requirements of Sections III.G.3 and III.L of Appendix R is complete. - , e
