INSPECTION REPORT REVIEW ASSISTANCE - COMANCHE PEAK In accordance with your request to this office, IE 'will take on the responsibility of reviewing and completing Comanche Peak inspection reports as they are prepared, by regional inspectors in draft forin, for technical adequacy and enforcement significance. This effort will continue until CIA has completed its investigation.
As you know, I have assigned Lee Spessard and George Gower to accomplish this task, and they have briefed me on the discussions with you and your staff concerning this effort during their viiit to the regional office and Comanche Peak site on June 18-20. 1986.
The enclosure provides an overview of the reports which we believe are subject to IE review / approval and some information on how we foresee the administrative

Security are not, at this time, included in the IE review process.
- It is understood that reports falling into the above four areas that cover' inspection activities through March of this year wjl1 be issued by Region IV following their routine management reviews and approval. Reports covering the April-May period and those following will be reviewed and approved byJE.
IE Review - Report packages and Identified Issues The report review packages will consist o'f:
(a) a copy of the inspector's original report, and NOV (if appropriate'). (b) a copy of the consultant's original input, and (c) a marked up copy of the inspector's. original report by Region IV first-line supervision.
l t ist of Differino Views To ensure that the IE review team is aware of previous technice.1 issiics that may have resulted in differing views among the Region IV staff. we 'will teceive from Region IV a list of such issues.
Completed Report packages IE will provide Region IV with reports that have been reviewed e d approved for technical adequacy including NOVs, if appropriate. Those reports will have NRR and ELD concurrence prior to transmittal to Region IV.
