Dear Mr. Lowenstein:
In fulfilling our obligation as consultants to the States in matters of radiological health, this Division prepares a report for the State on the potential environmental consequences associated with the construction or operation of a particular nuclear facility.
In conducting our reviews, several Divisions within the Public Health Service, as well as several units within our Division, are called on to submit comments on the par-ticular aspect of which they are proficient.
A certain amount of time is necessary to compile the individual reports so as to obtain a comprehensive analysis of the particular facility with logical conclusions. In order for the Division to submit its report to a State and to you at some reasonable, time before the public hearing, routine notice, somewhat in excess of the thirty day notice we now re-ceive, is highly desired. We realize that a particular date is not rou-l tinely established two months before the hearing. However, if a routine indication can be forwarded to us when a hearing is approximately two l
months away, our report can be consolidated and submitted to the State and to you, allowing adequate time for the particular State and your of-fice to utilize any information we may have.
I would appreciate any comments you may have as to how such a routine notice might be arranged.
