Duke Energy Corporation Catawba Nuclear Station Docket Numbers 50-413, and -414 Improved Technical Specifications, Supplement 8 TAC Nos. M95298 and M95299 A proposed license amendment request to convert the Catawba current Technical Specifications (CTS)'to the Catawba Improved Technical Specifications (ITS) was submitted by letter dated May 27, 1997 and amended by letters dated March 9, 1998, March 20, 1998, April 20, 1998, June 3, 1998, June 24, 1998, July 7, 1998 and July 21, 1998 in response to NRC requests for additional information. The ITS submitted in the above letters was provided separately for each unit, consistent with the CTS. Prior to license amendments 148/142, the CTS for each unit was in a combined volume. The CTS was separated by these amendments into individual volumes for each unit in support of the steam generator replacement effort.

Based on feedback from the plant operators and other users, Duke Energy is requesting that the approved ITS be issued in a single combined volume as discussed in the meeting with NRC on July 10, 1998. There are only a small number of differences between the two units and these are predominately figures or setpoints. The steam generator replacement has been completed and maintaining the ITS in a combined volume will facilitate ease of use and significantly reduce the volume of paper that must be processed and controlled. The combined ITS versions of the pages where i there are differences between the two units are provided in Enclosure 1. All other ITS pages previously submitted are the i same for both units and are unchanged.

Enclosure 2 of this letter provides the changes necessary to ITS Section 3.0. The proposed changes require that the specifications and surveillance apply to each unit individually, A

The proposed changes are administrative in nature and have been determined to be within the scope of-the original PORC and NSRB reviews.
