F By letter dated January 16, 1998, the NRC transmitted a

, request for addit!onal information related to Sections 3.1 i and 3.2 of the proposed Improved Technical Specifications I (ITS) submitted by Duke Energy May 27, 1997, Enclosures 1 and 2 of this letter provide responses to the comments on these two sections, respectively. Immediately following each staff comment (or group of comments) are changes to the ITS necessary co resolve the staff's comment and supplement the initial ITS submittal. Changes are denoted by revision bars to facilitate staff review.

A number of issues have been identified by Duke Energy that require correction in the original submittal. The majority of these changes are typographical errors or changes to maintain consistency between the various sections of the submittal or to the current licensing basis. These supplemental changes to the propesed ITS are provided in Enclosure 3. Each set of changes is preceded by a cover sheet which summarizes the reason for the change and /

identifies the pages affected. /

In accordance with Duke administrative procedures and the Quality Assurance Program Topical Report, this response to the request for information and associated supplemental

changes have been discussed with representatives of the Catawba Plant Operations Review Committee and the Nuclear Safety Review Board and determined to be within the scope of
