SUBJECT:

R. E. GINNA NUCLEAR POWER PLANT, REVIEW OF THE TIA FROM REGION 1 FOR OPERABILITY ASSESSMENT OF AN INTERMEDIATE RANGE NEUTRON MONITORING (IRM)

INSTRUMENT WHILE THE INSTRUMENT WAS UNDERCOMPENSATED FOR PROPER DETECTOR VOLTAGE (TAC NO. M99364)

As requested in the TIA from Region I, attached is the Instrumentation and Controls Branch evaluation for operability assessment of the IRM instruments at R.E. Ginna Nuclear Plant. These instruments were undercompensated for proper detector voltage to nullify the effects of gamma radiation. Our review concluded that although the P-6 permissive ir.terlock function of the undercompensated instrument was in a degraded condition, but I

appropriate Technical Specifications requirements were met. The staff believes that although restarting the plant without calibrating undercompensated IRM channel was not a desirable action, the effect of the undercompensated IRM channel on the plant's safety was not significant and did not violate the plants licensing basis.
