.DuringLthe outage, two special NRC. team inspections -- one covering maintenance and the Esecond a broad look at plant operations -- were completed. The licensee, in. responding to the inspection findings, has made a number of overall improvements, particularly in reducing
- the maintenance backlog, improving the material condition of the plant, and enhancing the operators'/ knowledge of license and Technical Specification requirements. In the letter authorizing restart,.the utility was directed to prepare a program for all its operating shifts
-to perform various routine operations and training evolutions to gain additional experience and
.to-demonstrate the plant's operating capabilities.- In addition, the licensee is to provide

monthly reports on the status of its preventive maintenance' program, submit detailed plans for improvements in the plant's Technical Specifications and their interpretation.and implementation,
