i STARTUP AUTHORIZED AFTER MAINTENANCE OUTAGE 0n October'9, 1987, the Regional Administrator authorized Detroit Edison to resume operation

, of theLFermi 2 Nuclear. Power Plant following a maintenance outage which began July 31, 1987.

LThe previous limitation .of 50 percent: p.ower remains in effect. (The licensee withdrew its request to exceed 50 percent power, but will resubmit it after a period of routine operation at the 50 percent level.)

-lThe 9eactor was taken critical at 2:19 a.m. (EDT) on October 10, 1987, and was at 30 percent

. power at 9 a.m.'on Octoberc13, 1987.

.DuringLthe outage, two special NRC. team inspections -- one covering maintenance and the Esecond a broad look at plant operations -- were completed. The licensee, in. responding to the inspection findings, has made a number of overall improvements, particularly in reducing

the maintenance backlog, improving the material condition of the plant, and enhancing the operators'/ knowledge of license and Technical Specification requirements. In the letter authorizing restart,.the utility was directed to prepare a program for all its operating shifts

-to perform various routine operations and training evolutions to gain additional experience and

.to-demonstrate the plant's operating capabilities.- In addition, the licensee is to provide

~

monthly reports on the status of its preventive maintenance' program, submit detailed plans for improvements in the plant's Technical Specifications and their interpretation.and implementation,

and prepare a comprehensive report on its various improvement programs and commitments to the NRC.

LThe. resident inspectors will continue to monitor the plant's operations. .The Office of Nuclear

Reactor Regulation concurred in the startup authorization.
The State of Michigan will be notified. l
