.l, At 10:45 this morning I called Mr. Stringer of the Fish and Wildlife Service concerning the Bodega Bay Project and obtained the following information

1. Mr. Stringer received preliminary comments from Dr. Rice by telephone this sorning, and relayed. them to me. My interpretation of Mr. Stringer's remarks concerning Dr. Rice's casaments aret (a) Dr. Rice did not feel that the PGEE statement that the concentration of radioactivity in the liquid effluent would be within Part 20 requirements was an adequate basis "for reaching a very firm conclusion" concerning the marine aspects of the proposed plant.,

The PGkE Hazards Summary Report did not indicate the amounts of the specific nuclides' that would be released to the ocean from the plant, and l Dr. Rice felt this was an important consideration i because of the differences in uptake and recon-centration by various marine organisms of the i various nuclides.

(I presume this comment is based on the potentiality of rolesalag routinely a large number of curies of all nuclidee over a long period'of time in the '

250,000 gpm condenser cooling water, although E Stringer did not know if this was what Dr. Rice had'in mind).

(b) Dr. Rice apparently believes that the ocean water used for conderser cooling will be subject to neutron exposure and thus become activated. .This apparent i misconception might account for some of his " lack of firm conclusions" expressed in (a) above. ' "

Firie arrangements were taede to meet with Dr. Rice at 2:00 PM

, on Wednesday April 10 at 1717 H Street' to discuss his coauments on the project, and for his setendance at the ACRS eneeting.

According to the above comments as expressed by Mr. Stringer it appears that Dr. Rice tasy not be completely informed concerning the character of the radioactive liquid effluents that this tyve' of reactor plant would normally produce, nor of the requirements of the AEC for control over the release of these affluents.
