Deac Mr. Seaborg, On August 22nd I wrote you a letter that has not been acknowledged, and recently there has been a most unusual reaction from the president of the company to which that letter referred, which makes me wonder if they actually have their people in key branches of govern-ment, such as your department.
I presume the thought is preposterous; nevertheless, a letter from you stating whether or not you received my letter of August 22nd would be appreciated.

This is in response to your letters'of August 22 and October 28

concerning the' application by Pacific Gas & Electric Company for a j
construction permit for the proposed Bodega Bay reactor.
I am enclosing a pamphlet which describes the procedures relating totheliensingofgowerreactorsby'theAtomic:EnergyCommission a, - w which I answer some of the concern expressed in your letter.
He feel confident that these procedures will enable all interested persons to acquaint themselves with the datails of the Pacific Gas &
Electric Company's proposal and that they will assure thorough con-sideration of all aspects of the proposed plant bearing upon the i

question of whether tha it can be constructed and operated at the 4
l proporad site without undue risk to the health and safety of the public. However, such matters as local zoning, conservation and the esthetics of a proposed reactor site are matters within local
-Q and state jurisdiction and are not within the purview of the Atomic i
Energy Commission.
In response to your specific request that yourletter not be for g
publication and in view of the reasons given for this request, your letters of August 22 and October 28 have been withheld. Under Commission rules and regulations all correspondence forvarded to

the Commission regarding an application for a license constitutes j

public records of the Commission and is made available for public f
I inspection at the Public Document Room. The Commission may' withhold any document if disclosure of its contents is not required in the j
1 public interest and would adversely affect the interest of the person I
concerned.
I wish to assure you that the contents of your letter z
1 have not been made available to anyone outside the Commission and, 1
therefore, do not see how there could be any connection between your letter and the " reaction from the President of the Company" referred to in your letter of October 28.
I wish to express appreciation for your stated interest and l
hope that the material which is enclosed will be helpful to you.
