Dear Kevin.  ;

On March 12th you sent a very nice letter to President Johnson.

Since your letter was about nuclear reactors, it was decided that the Atomic Energy Commission could best send you an answer.

1 In 1954, three years before you were born, the United States I Congress passed a law which said that companies lika Pacific Gas &

Electric Company which wanted to build nuclear power reactors should send an application to the Atamic Energy Comunission asking for a license to build the reactor. Many companies have sent applications ,

to us and we have sent licenses to 11 companies which have built )

reactors that are making electricity that is being used by many thousands ,

in any of these reactors which we have licensed.

Facific Cas & Electric Company has sent us an application for a 1

license to build a reacter on Bodega Bay. We have spent many months ]

i studying the drawings, blueprints and plans which the company sent to '

us describing the resctor which tynx they would like to t,uild. One of the things which we have studied hardest is the possibility that there might be su earthquake at Bodega Bay. We have studied this problem l

ourselves and we have other people, some of whom work for President

. Johnson, to study' this earthquake problem and to give us their advice.

We have not told Pacific Cas & Electric Company that they may build a nucisar power reactor at Bodega Bay. This is because we have not yet finished studying the application and we do not yet know whether or not there would be danger to the people who would work in such a plant and to the people do would live near Bodega Bayl if an accident would happen, We would not license any one to build a nuclear reactor unless we were sure that it would be safe.

Before the Atomic Energy Commission wuld decide whether or not to give a license to Pacific Cas & Electric Company, we would invite everybody who is interested to meet and to hear what Facific Cas &

Electric Company has to say about its reactor and whether the Atomic Energy Commission engineers think it would be safe and any other people who have an interest would be able to say how they feel about it.

We will tell the newspapers when and where such a meeting vill be held.

- Thank you for your letter of March 12, 1966 to President Johnson regarding the nuclear reactor that the Pacific Gas and Electric Company want$to build at Bodega Head. Your letter was senTTover to us because the Atomic Energy Commission is responsible for determining whether plants of

' this kind can be built and operated safely.

Back in 1954 the U. S. Congress passed a law known as the Atomic Energy Act of 1954 which said that companies like Pacific Gas and Electric Company

[* who want to build nuclear power reactors must ask the Atomic Energy Commission k pt for approval. This is because reactors,like other complex plants, can be harmful unless they are built and operated safely. Since 1954 several companies have sent applications to us for approval to operate reactors, and we have

[W issued approvals or licenses to 11 companies who have built reactors to make electricity. I am enclosing pictures of some of them to give you an idea of what they look like.

Emant Geological Survey and the Coast and Geodetic Survey to study the ocv- t earthquake matter and to give us their expert advice. We have not yet told Pacific Gas and Electric Company whether they can build the reactor at ~ Bodega bh Bay because we have not yet completed our study of the company's application,

, and we have not decided whether such a reactor at Bodega Head could be operated safely. Before the Atomic Energy Commission decides whether or

not to approve this reactor, we will invite wh:o.,is; interested in it to ne meet and to hear what the company has to say about its reactor, and whether our engineers and advisors believe it would be safe. Anyone who has an l interest will be able to say how he feels about it. These meetings are known as "public hearings," and the Congress requires that we hold them.

We will announce publicly when and where such a meeting or hearing on the Bodega Bay reactor will be held.
