In connection with your postcard we should like to inform you that, for the convenience of interested members of the public, arrangements have been made to establish and maintain a copy of the public record on the proposed reactor in the Ca.

mission's San Francisco Operations Office at 2111 Bancroft Way in Berkeley. This is in addition to the file maintained in the Com.

mission's Public Document Room at 1717 H Street, N. W., Washington, D. C.

The public record will include a copy of Pacific Gas & Electric j

Company's application for construction permit, reports of the Advisory Committee on Reactor Safeguards, notices of 'Learings, and similar documents required by our reguistions to be filed in the public record. You may wish to consult th6, record from time to time as a source of current information.

We are enclosing a pamphlet which describes the procedutes relating to the licensing of power zwactors by the Atomic Energy Comsission.

We believe that these procedures and their provision for public hearing vill enable all interested persons to acquaint themselves with the details of Pacific Cas & Electric Company's application, and will assure thorough consideration of all of thosc aspects of the proposed plant bearing upon questions of health and safety.

You will note, however, that the procedures do not relate to questions of zoning and the cathetics of a proposed site. These are matters within local and State jurisdiction and are not within the

purview of the Atomic Energy Consission.

Hofsumn 4 should also like to add that proposed sites for nuclear power reactors are selected by the public utility or other organization planning to construct and operate such reactors. The Atocsic Energy Commstssion then evaluates proposed sites to determine whether j

thet e is reasonable assurance that the proposed reactor can be con-stracted and operated at the proposed site without undue risk to the hs Ith and safety of the public.
