P.O. Brz 88 Cota ti, California Au6ust 22, 1963 f l Drew iearson i c/o S.P. Chronicle l San Francisco, California , { Dear Mr. Pee.roons i I we s interested in your implication that the Atomic Energy Conmission has a porsible Teapot Dome scendal in the naking. I hopo l j you will continue your investi etione'. 6 ! l Here in sonoma county, many of us believe that the A.B.C. nas been guilty of et ler.st questionable tactics in attemptin6 to ~ aid the P.G.&E. to establish a nuclear azz reactor en uur only harbor, Sodega ha,. 7ne University of Celf fornia and the str.te Diricion of Beeches i and Parks hno a prior interest in this headland, with money already ) appropririted for oegaisition. Both uses were comp 6tible with public l necessity uni convenience. Yet both agencies withdrew their claims ! when P.0,&E. expressed interest in this site. 'that part die the j A.E.C. play in thin move? , 1 F.G.&E. het poured approximately $1.5 million into eresvation of 1.50 feet of send and slay deposits , n rurch of solid rock for-foundations and road construction. is work was undertaken after A.B.C.'s Advisory Co=uittes on Rosetor Safc3:ards recownded approval or the site. This recommendatg n, in tay book, amounts to a i conditional approval, with final apprhflyi and licensing practically ' assured. A.S.C. in a recent personal communicat92n denies granting sny g approval, conditional or othervlee, and s9ys th*.t P.G.&E. is doing \. this work at its own rist. Does this statement trnan that the upcoming public hearing will be morethan an onpty formalityt Does it mean that a construction permit c:ay be denied afte'r so much time end-money has been spentt Or is it only ceant to nilovinte om fenre , until the fit.nl rubber stamp sileness pur protestet My fears are far from aleriated. I fear the uncurbed power of tho A.S.C. I fear government by errerts who care nothing for esthetic values or democratic procedure. Dear Mr. President:
~#
f g/ There'.is only one nan ~who cani stop the building of the atomic reactor here at- j, Bode 6a Bay and that is you, Mr. President. It is ' obvious the Atomic Energy Commission will issue this 15ermit and if you 61ve them the green light to issue it, then this area will suffer.the conseguencies of earthquake dana 60. This started as one of the most blatant disregards of public right from the very be51nning. The Pacific Gas and Electric Comoany has used every underhanded device to get this platht started. One of the supervisors is now up for recall for his cart in it. This state needs efery available area for recreation as you well know. Your secretary, Fr. Udall has come out against this plant. Our lieutenant governor has core out against it. The Sierra club is against it and thousands of others includin5 experts who clain this is a dangerous - place for this atomic olant. So I ask you, as a good Democrat , who has voted down tfe the line since 1921, that you f on your trip out here ins?ect t'is plant and issue ' an order to the A+.omic Commission to stop this construction. . I I have great re6ard for you and voted for you and will again, but in the name of humadity ' and this atomic curse that is on this Great country of ours, that you will issue an order that the construction of this plant be stopped.
'Only you can do this. "

The current organtaed agitation to halt the construction of the Baceita Head nuclear power plant by the Pactile Cas

The most recent obstruellve action is the filing of a suit i - Ed aff aga. net the P. C. & C. by the Northern California Assoc!stion to Preserve Bodegs Head and Hartor.

Tuts us AND DfD YOU KNOW - ne " Northern Cabfornia Asseclation to Preserve Bodega Head and Harbor" was organised by Communista. Communist fronters and prominent left. wingers as a " front organlaanon" to c.ppose tnis peace time use of nuclear power. Among members publicly known to have a ftllations with Communtsm are FYances Herring (Head of East Bay " Women for Peace")J Malvma Reynolds (well known Communist folksong writer); NallCy 3C0tt f uT0tg an trikle lli the " People's Wprid" 0p0081n8 the planth Barbara Dane (folksmger at Communist. staged penefita)1 Cene Marine (former commentator on KPFA. Joining with these subversives, of course, are the official Communist papers "Tlie Worker" and the " People's wo rld." as well as the far. left "Prontier" of Los Angeles and the equally left. wing

William M. Bennett presider.t of the Californla Public Ustinties Commisaton, is also a foo of the Dodega plant. He empressed his opposition at an August 13th macung in San Francle-and his talk was duly recorded on tape for broad. castmg over the left.wmg radio station NPPA. In " Justifying" his stand, Denriett asked: "If the Commun. lets come out for God does that mean we have to oppose Him?" in our book this la evasion, and we counter with this question of the president of the PUC: "Isn't it the purpose of the mem. bars of the Pub!!c Utilities Commission. as servants of the people, to encourage the development of new fnethods and contin.nd research in the proper uses of utilitlea. rather than enter into ideological disputes?" AND DID YOU KNOW - Until the beginning of construction of this non military
. nuclear plant, these same people now opposing it were acuvely advocaung that the U.S. place nuclear development into in.
dustry instead of war. heads--at the same Ome pointing with ' pnde to the Soviet nuclear power plant commissioned nine years ago and to the two other Rumstan plants nestmg compte. tion. Now that the Umted States IS developing peace-t,lme gases for this modern source of power, the Con.e. unists make an shout-face and demand that the effort cesse. This reversal clearly indtestes the lack of sincerity in the " Communist line"- it is changed to fit the occasion, and this occasion is a fear of our supremacy over the Sovieta in this field. AND DID YOL' KNOW = A thin. but tanginte, thread connects the Democratic State Central Committee wita this Commun6st effort to sabotage the Bodegs Bay plant as is evidenced through the use of the Central

oppestng the plant. A ctreular prepared by the California Democrstte Council Clube in San FrancLaco, was sent out to announce a fund raismg affair to f; nance opposition to P.C.1E. featurtng Malvma Reynolds and Barbara Dane. Instead of hamstrmgmg and preventmg this modern uti!Laation of nature's power, every effort enould be made to encourage and ass:st the research and development necessary to bring about ari even greater "Amertran way of hfe." The Pactric Cas and Ele,Inc Company is to be highly tvmmended for their pioneer. mg efforts to put this tremendous force to a peaceful use. We acknowledge our thanks to Charles Pon and George H. Cook, Assistant Information Officer, SAN BODEGA OPPOt41GS' NEWS CONFERENCE H1sD3C The opposition movement to the PGGJi', proposed reactor at Bodega Head seems to be gaining some additional stature. They called a ! news conference for here in Berkeley Thursday (August 29) to unveil their seismology expert and succeeded in attracting repre-sentatives of all mejor newspapers and television uews staffs in the San Francisco Bey ares. Previously they had, for the most part, I relied on hand-delivered news announcements to crack the editorial room barricades. The effort received page one play in all metro newspapers (clips attached) ~ and was a headline item en all television and radio news casts. The PG65 rebuttal citing the factual appraisal that the issue faces before the Commission was used by most of the media ! reporting on the conference. We will forward copies of the hand- ! outs distributed by st.-Amand and Pesonen as soon as obtained. Incidentally, I understand that PG6E is escorting a number of navseen on a tour of the Bodega site today. I Attacksaants: 1

' gg 3 ggg s - In a letter I received from . Editor---The Pacific Gas & Elec. the AEC dated July 16 IfCI, tr#c Co. is a monopoly, But it is , they stated (quote), "The AEC !

in the mysterious case of the rape this letter the AEC points out - of Bodega Head. I urge'everyone that site escavallop and road- with a free day and a love for our construction are permissibic bug t State to go take a look and then that this work must he under, taken ni the risk of the PG&E, write a letter. . M. E. McGLINN. San Francisco. ; i because there .js no assurance
