Dear Mr. Wetters:
Your letter of June 7,1%3 addressed to President Kennedy has been referred to the Atomic Energy Commission for reply. The proximity of the site of the proposed reactor to the San Andreas fault is one of the factors which has been under study by the Commission's staff fora considerable period of time. The Commission's Advisory Committee on Reactor Safeguards has also considered this matter and, at the Commission's request the U. S.
Geological Survey has been considering an intensive study of the geology of the proposed site for the past several weeks.
Contsary to the statement in your letter, the Atomic Energy Commission has not given approval, conditional or otherwise, for the construction of the proposed reactor. As you point out a public hearing will be held to consider the issuance of a construction permit. At this hearing, which will be held in Santa Rosa, California, the significance from a safety standpoint j
of the proximity of the proposed site to the San Andress fault and the_ geology and seismology of the area will be carefully considered. No construction permit will be issued to Pacific Gas & Electric Company unless and until the Staff and the Cosmission are convinced that the proposed reactor can be constructed and operated at the prcposed site without endangering the public health and safety.

construction beyond that so authorized has occurred at the Bodega fload I

i for possible violations of this section of the Commission's regulations as they are for violations of any of the Commission's regulations.
We believe that the procedures which are being followed by the Atomic Energy Co$aission in this matter will afford the public adequate opportunity
