a IEponETIM FUMISBB REFEESENTATIVE COEEL&E BY TM 303T5B35 CALIF 0ENIA A880CIAT15 to FRESERTE 300BGA M AD AND HARBOR I have examined the material which Representative Jeffrey Cohelas received j from the Morthern California Association to preserve Bodega Esed and Marbor. '

Much of the information presented has previously been brought to our attention by that or other organizations or individuals interested in the proposed Bodega nuclear power reactor.  !

The safety of the proposed plant is under study by the regulatory tenhaical j staff, and to the issue which will be before the Atomic Safety and Licensias l Beard at a puktic hearias, required by law, which will be held at a future ]

date. The Comdseien hos ammoussed that the hearing will be held at Santa l Rosa, Califerais. I an enclosing a sepy of a pamphlet' which describes the  !

Ceemission's procedures relating to the licensing of power roasters.

A critical review of all information relating to the safety of this reestor, including the material forwarded by the Congressman, is presently underway as part of the regulatory staff study, h completed study will be in tae form of the staff's hasards analysis which will be presented at tho'public hearing. We shall send a copy of the hazards analysis to Congressman Cobalan wheat it is placed La the Public Document Room prior to the hearing.

In connection with the geologic and seismi~c aspects of the proposed site',

the services of the U. 3. Geological Survey and the U. S. Coast and Geodetic Survey as well as those of other esperts are being utilized by the Commis-sion. Much information on these subjects and others relating to safety is already a part of the public record La this matter, and is available for inspection by interested persons at the AEC Public Docuneat Room at 1717 8 Street, N. W., Washington, D. C. and at its office at 2111 Ramerof t Way, Berkeley, California.

"The Diesenting Opiates" by'the Bonorable Villiam M. Beamatt, President, California Publie Utilities Commission, raises questions regarding the affect which operaties of the proposed reactor would have on the public health and safety. As'mantioned ebeve, these questions are now under. study by ,the regulatory staff. The questions of "public convenience and necessity," and the effeet which the reester might have on the aesthettes of the proposed site, are seasiderettmas withis state and local jurisdiction, and are not withis the purview of the Atomic Energy Coussission, tion Eas&esurat. - - - - - - - - - - - - - - - - -- . . . - . . - - . - - - - -

Representative Cohelan Letter b l

Origignally, a letter to Representative Cohelan was prepared for the Chairman's signature. That letter transmitted a memorandum signed by the Acting Director of Regulation commenting on written material furnished Cohelan by Pesonen. This was a format previously used by Dr. Seaborg.

Bob 0'Neill in congressional communication, called on Wednesday, September 16, a.m., to say that Mrs. Bunting, as Acting Chairman, preferred to state in her letter to Cohelan that a letter from the regulatory staff, concerning the matters raised by Pesonen, would follow. I understand that she. discussed this with Bud Schur who agreed. Congressional communications, therefore, has rewritten Mrs.  !

Bunting's letter to Cohelan and I have attached a copy or it as i described by telephone. I have also revised our memorandum to the form of a letter from the Acting Director of Regulation, to Repre-sentative Cohelan. Congressional communications has retained the enclosures received from Cohelan and will attach them to our outgoing letter. It is desirable that our letter to Cohelan fol. low shortly after Mrs. Bunting's letter. )
