i The 5ssessment wn made using the threat of three outsiders or one insider.

Exit Briefing i

All of the people shown on Enclosure B attended the Exit Briefing held at VNC at 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br />, October 22, 1976, except for M. D. Schuster, NRC; Lt. Edward Chesko, CPP; and Mrs. Peggy Rodriguez, VNC.

The Exit Briefing lasted until 1200 noon. Smith, as he was directed l

i by his branch chief, left copies of his hand printed findings on this Physical Security Assessment with members of the licensee's management.

Smith also advised the licensee that this would be the last Physical Security Assessment (PSA) conducted by Licensing. He explained that when the determination was made by NRC that a follow-on PSA be con-ducted of VNC, Licensing was thought at that time to be best prepared to do the job. In the future, the PSA's will be conducted by NMSS.

Test and Evaluation.

Observation _s_

1. Charles South, NMSS Test and Evaluation Branch, had been with NRC two weeks when he was sent out with the subject PSA team.

He formerly worked for 14 years with TRW, headquartered in San Diego, California, where he was a Systems Analyst. According to his coments, he did a lot of workion the Minuteman and

' Navy classified projects. He comented once to Ronald R. Light, VNC Safeguards, that there was discussion by HRC of increasing the threat level to 1 inside men and 6 outsiders. Light brought

this up at the Exit Briefing and Odell F. Smith, NRC Team Leader, told him that the concern for guarding SDM at thi.s time was 1 and 3. Smith identified the 2 and 6 as coming out of the Builder Study, but was in no way an accepted change in the threat level at this time.

2. Robert W. Darmitzel, Manager,' Irradiation' Procbssing Product Operationi VNC, asked what had happened with the Builder Study.

Smith replied that it was still being evaluated and that it would be some time before all the subject matter would be gone through l

for application to NRC's safeguards program.

3. Prior to the Exit Briefing, Joe Monaco, Commercial Service Chief, i Honeywell, gave a presentation on the alarm control system Honeywell will be installing in the new VNC Security Building.

I In brevity, the information given was:

a. The 1000 system he is providing is a safety and security system rneeting the Federal Regulations NRC is concerned about (D0D W-A-00450B (GSA-FSS) February 16, 1976). It is formerly known as Alpha / Delta; Series 1000 Electronic Fire Alarm and Security Systems.
b. Honeywell is providing primarily the annunciators. VNC will continue to use the sensors that are already in service.

c. The Central Processing Unit (CPU) will be in the new Security Building,
d. Only a printer will be at the SAS.
e. In order to make a change in the computer's program, a person would have to have two keys and.the word fonnat.

One key would be to the Memory Access Level I cabinet and a second key to the Memory Access Level II cabinet. VNC intends to have a key centrol so that one person does not have both keys. (This will be a point that should be part of our safe operative.) guards inspection when the new system is

f. GE's new program on tamper alarms when the Honeywell system is functional is:

i (1) Any tamper violation of GE installed equipment l (existing equipment) will indicate on the Honeywell ,

system there is a tamper in an identified zone. It

' will not identify the exact device that has given off the tamper alarm.

(2) Any tamper violation on Honeywell installed equipment will give out the specific devices that have been violated on the alarm notifications.

A diagram like Monaco drew on a blackboard to demonstrate how the new system would function is shown on Enclosure D.
