Dear Mr. Hoes:
This replies to your letter of Septecber 10, 1963 addressed to Chairman Seaborg in which you expressed concern with respect to the proposed constrttetion of a nuclear power reactor at Eodoga Bay, California.
At the Cauniasion's requee;,, the U. S. Geological Survey, Department of the Interior, has been conducting a thorough field study of the geology of EodeEs Bay ainee early May.
In addition, expert. consultants have been retained to assist the AEC regulator / staff in evaluating Pacific Gas & Electric Cocpany's application with respect to 1.he scismology of the nres and structural desiCn of the proposed plant, The. Coast and Goodetic Survey of the U. S. Departmont of Ccomierce also is assisting us in our evaluation of the seismology.
A report. dated September 25, 1963 setting forth the results of field woric at the sito through June 6,1963 has been outenitted to 1.ho Atenaic Energy Commisalon by the Department of the Interior.
A copy of an AEC public announcement concerning the report is enclosed. You will note that a further geological report has been requested frets the Department of the Interior.
Final action on the Pacific Gas & Rectric Compa:n application will not be taken until the additicnal report requested of the Department of the Interior has been received and evaluated.
In addition, e construction pensit will not be issued unless the Commission, following a publio hearing and a decision by the Atomic Safety and Licensing Board and consideration of all factors boaring upon safety is convinced that the facility can be con atructed and operated'at the proposed location without 'undu'e risk to the besipi and safety of the public. Disposal of radio-active vaste material and the nature of liquid and gaseous effluents are among the matters which are given careful consid-I eration in the review of an application.
