P R E LIMIN A R Y D R A F T-SPECIAL REQUIREMENTS FOR EARTHQUAKE RESISTANT DESIGN ,

I. The general approach should be a systems analysis in which all com-pvoents at a system which perforrns a critical function are evaluated for their shock resistance. This evaluation would apply to all features regardisse of whether they are classifie:s in structural, mechanical, electrical, or other categories. The design should insure triat the integritf of a crit: cal system is not jeopardtsed by a malfunction of other relatso systems.

2. It should be demonstrated that complete load paths are provideo such j i

that all forces can be carrled through transmitting elements to those l parts of the structure or soll where it is evident that the stresses a r * ** 511gtble. The adequacy of all such transmitting elements j should be comonstrated, s i

i

3. Effects of differential movement should be properly accounted for in all cases such as conditions at penetrations, interfaces, and at Laterconnected equipment items capable of vibrating out of phase.

S. Substantiation of shock resistance of equiprnent itame could utillst one or more of the following, as appropriate to the case at hand.

4 i

(s) Performance history of such equipment under shock loadings. l 1

(b) Raview of crawings or pratotypes representing typical J

components.

(c) Analysis based on conservative assumptions. l (c) Results of sh.>ck tests. Testa could be performed on the component itself or reference might be made to existing test cata on components sufficiently similar to justify the use of such data.

(e) Dynamic samlysis of the response to the shock input.

6. As a minimum, the shock input for destga of equipment items should consist of the spectrum (with appropriate damping) representing the basic ground motloa. in cases whers it is apparaat that the motion of

t the supports is essentially that of the ground. Where ths support motion differs appreciably from that of the ground, this fact should be accated for in the analysis.

7.Section V D (pg. V-4) of the Preliminary Hasards Summary Report enumeratos components considered to be la the category of Class 1 structure s. It is canaldered essantial that this enumerattom be regarded as including components such as the following detailed Iteme, along with associated supperts, controls, instrumentation, and circuitry.

(a) Valves, penetrations and seals involved in the contain-meat system.

(b) Power and water sources, pumps, prirne movers and piping of the emergency cooling system.

(c) Meter-generator set, fuel supply and piping. One or more backup units should be seriously considered unless i

power sources of adequate sapsetty with equal or better  ;

re11r.bl11ty are available, j l

(d) Station battery power system.  !

(e) Liquid poison Lajestion system.

(f) Core support structure.

(g) Reacter vesset supports.

i (h) Contral rods and drive system tactading piptag and appurtenances and accurmulateve. Special attention should be paid to the -

functiontag of the sollet fingers la the control rod drives. It I is also considered important that the rod drive control system i

be provosted from inadvertently persnittlag red withdrawal, and that the seram damp valve'and its controls be designed i

to fail in the damp ruede. The fael elements and control rode I

should receive a dynamic analysis. ,

1 (i) Reactor safety and sentrol system. I (j) Fuel storage pool.

(k) Steam and feed water 11 ass betwoon reactor and turbine.
