Edson G. Case Assistant Director for Facilities Licensing,'DL&R NEWMAIUC'S COMMENTS ON PG&E (BODEGA) - AMENDMENT NO,. 4 ~

Based on - telephone conversatica between Dr. Newmark.

Dr. Beck and myself, Dr. Newmark believes that the following clarifications and additions to PG&E's Amendment No.' % are necessary t-

1.. Spectra similar to that given in Figure 10 -

Appendix 5 of the Preliminary Hazards Summary Report.

should be provided'for 2.5% and 4.5% of critical damping.

{

The curve should be pasened en log los paper in order that the acceleraticas at low frequencies can be readily identified. (The basis for his request is' his feeling that there is a considerable difference in opinion between engineering seismologists as to the shape of such curves at low periods and at low damping. The curve provided by PG&E requires interpolation and is plotted.ch a small scale. It seems to indicate to him, values in some regions which would be two ce three times lower than he I

would think were appropriate.) i.

~~-

The particul' r components included within the term 2.

a

" reactor structure" given on page 3.of Amendment 4 should be identified and the percent of critical damping to be used for the individual structures should be given, rather than referring to a curve as is done.in the PG&E amendment.

Also, curves like Figure 10 put en log log paper should be provided for the particular damping factors to be. used.

(The basis for his concern en this past is his feeling that although he agrees that 71/2% damping would be a reasonable nasber to use for rematar structures, the eurve provided indicates that st' low frequencies the l

damping to be used could be as hidt as appresinately 17%.

Ee does not know of ary 'reacter structures" drich would permit use of damping fasters this high.
