e The application will not some before the Comadssion for de-termination as to whether the proposed plant can be. built at the proposed site until.after sempletion of safety evaluations by our Division of Licensing and Regulation and by the Advisory Committee en Reacter Safeguards, and a public hearing, as required by law. The purpose of these procedures is to assure thorough eensideration of all as-pects of the proposed plant bearing upon the question of whether it can be constructed and operated at the proposed site without undue risk to the health and safety of the
