Dear Mr. Cox:

This refers to your letter of ' January 25,1%3 addressed to President John F. Kennedy concerning the application of Pacific Gas & Electric Company to construct and operate a-i nuclear power plant at Bodega Head.

The application will not come before the Comunission for de-terr.ination as to whether the proposed plant can be built' at the proposed site until after completion of safety evaluations by our Division of Licensing and Regulation and by the Advisory Corsuittee on Reactor Safeguarda, and a public hearing, as re-quired by.1sw. The purpose of these. procedures is to assure thorough consideration of all aspects of the proposed plant bearing upon the question as to whether it can be constructed and operated at the proposed site without undue risk to the health and safety of the public.

As you may know, the Advisory Comunit. tee on Reactor Safeguards j

i was established by Congress to advise the Commission on questions of reactor safety. It is made up'of scientists and engineers who are eminently qualified in reactor technology.

hen the reports of the Advisory Cosedttee on Reactor Safeguards are received by the Comunission, they will be made public and 1

acnounced by the Comunission. When the Division of Licensing and l

M e,gulation has completed its review, it will prepare an analssis of the safety aspects of the proposed reactor which will be '

available to the public. This analysis will set forth the position 'which the regu171.ory scaff will take at a public hear-Ing. At that hearing, the date of whleh will be announced, members of the resuldery staff will be avatlable to answer spect.fic questions concerning their evaluation of the proposed
