This refers to your letter of January 6.1963 concerning the proposed nuclear power plant at Bodega Bay, California..
The application will.not come before the Coommission for determina-tion as to whether the proposed plant can be built at the proposed site until after completion of safety evaluations by our Division -
of Licensing and Regulation and by the Advisory Consmittee.on Reactor Safeguards, and a public hearing, as required by law. The purpose of these procedures is to assure thorough consideration of all aspects of the proposed plant bearing upon the question whether it.
can be constructed and operated at the proposed site without undue risk to the health and safety of the public.
As you may know, the Advisory Committee on Reactor Safeguards was established by Congress to advise the Commission on questions of reactor safety. It is'en independent committee made up of scientists and engineers who are eminently qualified in reactor. technology.
When the reports of the Advisory Committee on Reactor Safeguards are received by the Commission, they will be taade public and announced 1
by the Commission. When the Division of Licensing and Regulation-has completed itarreview, it will prepare an analysis of the safety aspects of the proposed reactor which will be available to the public.
This analysis will set'forth the position which the regulatory staff-will take at a public hearing. At that hearing, the date of which will be announced, members of the regulatory staff will be available to ensuer specific questions concerning their evaluation of the pro-posed Pacific Gas & Electric Company reactor.
