public utility or other organization planning to construct and operate such reactors. The ABC then evaluates the proposed sites

proposed reactor can be constructed and operated at the site l without undue risk to the health and safety of the public. 1 The technical evaluation of the application submitted by Pacific Cas and Electric Company for a permit to construct a reactor at 4 l Bodega Head has not yet been completed by the Cosmaission staff, Enclosed is a pamphlet which describes the precedures reisting to f the licensing of power reactors, we believe that these procedures and their provision for public, hearing will assure thorough consideration of all aspects of- the ' proposal bearing upon questions of health and safety.
