Dear Sir:

In an effort to inform myself at least to the know-ledgable understanding of the personalities making up our nan.nal Atomic Energy Commission, I would appreciate receiving a brief sketch of the personalities making up the A.E.C.

You are undoubtedly aware of the tremendous local ec..-

cern in Sonoma County, relative to the installation of an Atom:c Energy Commission power plant by P.G. & E. at 3odega Bay.

I feel that it would be advisable and helpful if the citizens of the area and the County as a whole, knew a little more of the qualifications of the men on the important A.E.C.

I am sure it will be helpful in creating a feeling of confidence.

If it isn't improper, may I ask that this infomation be forwarded at your very early convenience, as a hearing, at let.at locally, is imminent.

1921. Geary Drive Santa Rosa, California Dec ember 15, 1962 The Editor

Dear Sir:

After years of seemingly subtle maneuvering.by PGkE officials in the establishment of an atomic reactor plant at Bodega Bay, the issues are clear enough now to provoke considerable outcry of pro test by responsible public opinion all over the Bay Area.

As a local citizen I feel views of Sonoma County residents in regard to the anticipated reactor plant have not been adequately expressed or heard by appropriate officials, especially in the light of all developments todate.

Thie week a significant and representa-tive number of informed and concerned citizens appeared before the Board of Supervisors to requent a public hearing to review in the -

light of the most recent alarming developments the premature authori-tative action it took in 1960 when it granted a use-permit vague in terms for establishing a " steam generating" plant at Bodega by PG&E, It is never too late to reverse non-representational official decisions and actions in spite of the apparent finality of the very recent decision of the Public Utilities Commission in San Francisco, Our Supreme Court is a 8 pod example of the flexibility our government provides when it freely reverses earlier rulings'in the light of new insights, facts and developments.

t For instance Ralph E. Lapp, one, only as recently as September 7of the nation's f 1962 has Dr.

along with other radiation specialists, placed prominent emphasis on the aff ects of Iodine-131 upon first grass then to 'the cow then to the milk supply.

Such irreversible contamination resultsfrom wastes from n nuclear reeotor plant as well as from nuclear test fall-p out, it has been scientifically observed.

If local residents are to i

be expected to live in intimate proxinity to a plant which places their lives and welf are in permanent jeopardy, their voices must be heard in this regard and their wishes scrupulously respected in accordance with the democratic principles of our governmant which place the ex-pressed wishes of the citizen primary in importance and properly rele-gater to all elected and appoint ed officiels the role of servants of the people, instruments of the will of the people.

In addition, only as recently as December 14, 1962, has informa-tion been divulged by the University of California in its report re-vealing full implications of the proximity of the FG&E atomic power plant adjacent to the '320-acre site purchased by the University for a major marine biological laboratory there.

The report deals with the -

" unpredictable degree of ecologi' cal instability resulting from the activities of PG&E," while in 1960 a University of California report I

desoribed the Bodega property as "a unique class-A site for a marine facility."

Clearly, there.is avoidable conflict here in policies j

which will best serve public interest.

The Atomic Energy Commis s' ion an an arm 'of our government' deeply involved in this transaction.through its capacity to arrange for which capacity invests it with far-reaching powers of control an influenc e, and through its responsibility to safegard the welfare of the. citizen from the dangers of radiation in the development of etomic ener6y, is,therefore, hereby reque sted to hold public. hearin6s in Sonoma County in order that local citizens may have the oppor-tunity to communicate their concerns, misgivings, evidence of. conflict of policies serving the public. interest and o' pinions of preferred course of action.

Anything less will be a gross miscarriage of ' justice and a breach of democratic principles.. The chain of democracy in our country is l

no stronSer then its weakest link.
