Under the Atomic Energy Act and the regulations of the Atomic Energy Commission, all applications for construction perWwe and operating licenses for power and testing reactors, and foi other j

types of production and utilization facilities subject to Section 104(b) of the Act, must be referred to the Advisory Committee on Reactor Safeguards for a report prior to issuance of the permit or i

license.

It has been the general practice of,the ICRS to conduct reviews for three days during the first 'o'r second week of alternats months.

Henceforth, and until further notice, it will'be the general practice of the ACRS to conduct reviews for two days 'of the first domplete veek of each month of the year.'

We have previously advised applicants that matters to be,

scheduled for review by the ACRS should be presented 'to' the Division of Licensing and Regulation at least 30 days prior to the Committee meetings; and the ACRS has expected a report from the Division in connection therewith at least 15 days prior to the Committee meeting.

Experience has demonstrated that the 30-day period does not provide sufficient time for the filing of the IL&R report. Accordingly, we are now requesting that licensees furnish the technical material to be considered by the ACRS to the Division of Licensing and Regulation at least b5 days prior to the Committee meeting during which it is planned that the matter vill be considered. This material should be in cufficient scope and detail that the Division can complete its technical review and furnish a report to the Committee at least 15' days prior to the Committee meeting.

These time schedules are such that some accommodations can be made to valve the guideline dates indicated above in special meritorious cases warranting more immediate attention.

In order to avoid placing any unanticipated burden on licensees, the guideline dates for the submission of material vill be considered effective for the ACRS meeting to be held in January,1964.
